This research project is centred on studying a phenomenon of transformation and reorganisation of European States political and juridical insititutions. Anywhere in Europe political leaders and social scientists are facing simultaneously problems concerning the transfer of functions from the national governments to the European level as well as to the regional one. This project has four purposes:
1) clarifyng the meaning of terms (such as federalism, federation, confederation and regionalism) that political and cultural milieus use frequently without scientific awareness;
2) reporting the federalist experiences of each European State (not only EU), thanks to scientific contributions coming from all over the continent. The final purpose is having a comparative view of European federalist situation;
3) developing two studying approaches: one based upon history and political philosophy; the other based upon law and legislation analysis;
4) understanding if there is and how the relationship between federalist european political reorganisation and the Welfare State reform may be.
